Commission on No Child Left Behind Releases Recommendations

The commission was established by the Aspen Institute in 2006 to “conduct a high level, independent, and bipartisan analysis of NCLB.”

The commission’s report, Beyond NCLB: Fulfilling the Promise to Our Nation’s Children, details 75 recommendations, covering most aspects of the law. These recommendations are based in part on the 12 public hearings and roundtables held by the commission. Nearly 80 witnesses testified, including PTA National Secretary-Treasurer Chuck Saylors. The commission also received more than 10,000 comments from the public via its website.

In its report, the commission explains how schools’ failure to promote supplemental education services (tutoring, after-school learning, etc.) to parents has resulted in lack of student participation in those services and therefore lack of success of those services in improving student achievement. The commission suggests that the law provide more of an impetus for promoting tutoring and that schools be required to provide a full array of services for their students.
