 |  | Fiscal Year 2007 Funding Finalized… Almost 2/14/2007 2:15 PMThe resolution (H.J. Res. 20) was identical to the one adopted by the House on January 31. Under the resolution, most programs will continue to be funded at fiscal year 2006 (FY06) levels, adjusted for increased costs, and a few program areas, including education, veterans’ health care, and Department of Defense health programs, will receive large funding increases.
While Congress has established the overall FY07 funding level for education and designated additional funding to several education programs, the allocations for the majority of education programs have not yet been determined. Under the adopted resolution, the Education Department (like other affected departments) has 30 days to draft its FY07 spending plan. Usually, Congress submits a detailed conference report with appropriations bills to spell out how it wants departments to allocate funds. This year, due in large part to the fact that programs have been operating at FY06 levels since the start of FY07 (October 1, 2006), Congress has given discretion to the departments. Education Department officials have indicated that the programs not mentioned specifically in the budget resolution will likely receive the same level of funding as in FY06.
